The Ministry of Lands, Housing, and Country Planning has issued a formal rebuttal against allegations of corruption regarding a piece of land at Tokeh Beach, Western Rural District of Sierra Leone.

The government’s response follows the circulation of social media videos featuring Mr. Emmanuel Marshall, who has accused the Ministry of impropriety in the land allocation.

In a public notice released today, March 7, 2026, the Ministry categorised the accusations as “false and malicious,” moving to clarify the legal status of the property to “set the record straight”.

The Ministry’s investigation into the dispute yielded the following points regarding the one-acre plot: Official records confirm the property is State Land under the Foreshore Act (CAP 149).

The Ministry asserts that Mr. Marshall has no legal documents proving a transfer of ownership from the Ministry of Lands or any other government body.

Additionally, Officials state that Mr. Marshall is relying on an incomplete land acquisition process he began in 2019, which does not grant him legal title.

The Ministry confirmed that the land has been lawfully allocated to Roxana Sierra Leone Limited, a local company. According to the notice, this allocation followed all due processes, including: Obtaining concurrence from the Ministry of Tourism, submission and approval of a detailed development proposal, and Verification that the company is currently developing the site in accordance with that proposal.

Finally, the Ministry urged the general public to disregard “falsehoods being peddled on social media” by Mr. Marshall.

The statement concluded by encouraging citizens and potential investors to contact the Ministry directly for “accurate and credible information” regarding land management and administration.
