The Public Sector Reform Unit (PSRU) has commenced the monitoring of the implementation of recommendations contained in the Tripartite Agreement during an engagement with the leadership of the Electoral Commission for Sierra Leone (ECSL) on Wednesday 18th March, 2026, at their Tower Hill office in Freetown.

Welcoming the PSRU team, the Chief Electoral Commissioner, Chairman and National Returning Officer of ECSL, Mr. Edmund Sylvester Alpha, expressed his appreciation for the PSRU’s support and emphasized the importance of their guidance throughout the process.

He described the meeting as an inaugural engagement aimed at ensuring all stakeholders are aligned with the objectives of the monitoring process.

Mr. Alpha highlighted key recommendations contained in the PSRU’s Independent Management and Functional Review report key among is the streamlining of the Commission’s organizational structure, which will involve the development of job descriptions for senior positions and the establishment of new staff agreements.

He further noted that the Commission is also developing its own recommendations to create a hybrid framework that reflects its operational realities and future direction.

He reaffirmed ECSL’s commitment to implementing all the recommendations in the IMFR, including staff remuneration, staff rationalisation, and the development of a comprehensive scheme of service.

In his statement, the Chief of Programmes, PSRU, Mr. Albert Williams, noted that several of the proposed recommendations are highly technical in nature citing the scheme of service as a key example, as it outlines staff competencies and career progression pathways from entry-level to terminal positions.

He stressed the need for careful and collaborative efforts in developing such documents to ensure they meet the required standards.

The Chief of Programmes also underscored the importance of staff rationalisation, particularly in light of the proposed new organizational structure as the process will involve assessing existing roles and determining how best to position staff within the new framework.

Acknowledging the Commission’s input, he noted that PSRU is keen to consider ECSL’s perspectives to ensure the development of a functional and sustainable structure that aligns with the Commission’s mandate and emphasized the importance of maintaining objectivity throughout the process to produce outcomes that will stand the test of time.

On behalf of the Director, Mr. Williams reaffirmed PSRU’s commitment to the exercise, assuring that the Unit is dedicated to ensuring the timely and effective completion of the process.

The monitoring exercise by the Public Sector Reform Unit is designed to track the implementation and progress of the agreed recommendations; ensure accountability and transparency in the reform process; identify bottlenecks and challenges affecting the implementation, provide technical support and coordination where necessary and promote timely and effective execution of reforms.
