The Pujehun District Council has taken a significant step toward strengthening local infrastructure with the opening of bids for major development projects aimed at improving maternal health and primary education.
The public bid opening session, held on Wednesday, April 29, 2026, at the Council’s mini conference hall, marks the commencement of procurement processes for several priority interventions across the district.
The projects include the construction of a Maternal and Child Health Post (MCHP) at Tindor Town in Sorogbema Chiefdom, the building of a three-classroom school block with an office and store at ICS Primary School in Beliebu, and the fabrication and supply of furniture for both facilities.
Speaking at the session, Chief Administrator Joseph G.T. Gando emphasized the Council’s commitment to transparency and accountability in the procurement process. He noted that contract awards would not be based solely on the lowest bid but on strict compliance with the Public Procurement Act and technical evaluation standards.
He stressed that ensuring quality infrastructure remains a priority, adding that bidders must demonstrate the capacity to deliver durable and reliable facilities.
Also addressing participants, Sheku Sesay, Monitoring and Evaluation Specialist for the Accountable Governance and Basic Service Delivery Project (AGBSDP), cautioned contractors on the importance of meeting project timelines.
He warned that failure to complete the projects within the stipulated period could result in expenditures being declared ineligible, with the Government of Sierra Leone potentially required to refund funds to the World Bank.
Sesay further urged bidders to carefully review the Bill of Quantities (BOQ) and adhere strictly to project specifications, noting that poor execution or diversion of funds would not be tolerated.
A representative from the Ministry of Local Government and Community Affairs, identified as Korje, encouraged contractors to approach the projects with a sense of responsibility, emphasizing their importance to the wellbeing of communities in Pujehun District.
The bid opening session was attended by key stakeholders, including representatives from the National Public Procurement Authority (NPPA), the Deputy Director of Education in Pujehun, the District Health Committee Chairperson, civil society organizations, media representatives, and members of the Procurement Committee.
The exercise concluded with the opening of bid documents in the presence of all participants, reaffirming the Council’s commitment to a transparent and competitive procurement process.
