Statistics Sierra Leone and the National Commission for Social Action have officially signed an amended Memorandum of Understanding (MoU) aimed at strengthening collaboration on the implementation of the Productive Social Safety Nets and Youth Employment (PSSNYE) Project.
The signing ceremony, led by the Statistician General of Statistics Sierra Leone, Andrew Bob Johnny, and the Commissioner of NaCSA, Ernest Mbaimba Ndomahina, marks a renewed commitment to enhancing evidence-based social protection systems and improving the use of reliable national data.
Speaking at the ceremony, Andrew Bob Johnny stressed the importance of quality data in shaping effective social protection policies and programmes. He noted that the partnership would strengthen data collection, management, and beneficiary targeting with improved accuracy, integrity, and professionalism.
“Reliable statistics remain the backbone of sound policy formulation and national development planning. Through this partnership, Statistics Sierra Leone will continue to provide credible data support that strengthens transparency, improves targeting efficiency, and enhances monitoring and evaluation within the PSSNYE Project,” he said.
He added that the amended MoU reinforces the institution’s commitment to supporting national development priorities through evidence-based decision-making, while ensuring compliance with Sierra Leone’s data protection laws and international standards on confidentiality.
For his part, Commissioner Ernest Mbaimba Ndomahina commended Statistics Sierra Leone for its continued technical support and reaffirmed NaCSA’s commitment to expanding the Social Protection Registry for Integrated National Targeting (SPRINT) to improve national coverage and service delivery to vulnerable groups.
He further linked the agreement to the Government’s “Big Five Game Changers” agenda—human capital development, job creation, infrastructure, technology, and agriculture—stating that the partnership will help ensure that social protection interventions are guided by credible data for more effective impact.
“The vision of His Excellency is clear: to build a Sierra Leone where every citizen has access to opportunity and protection. Our partnership with Statistics Sierra Leone is one of the practical steps toward achieving that vision,” he said.
The amended MoU also establishes clearer protocols for data sharing between the two institutions, development partners, donor agencies, and the public, in line with national regulations and global best practices.
The partnership is expected to strengthen programme implementation, improve monitoring systems, and enhance the overall impact of the PSSNYE Project across Sierra Leone.
