“The old adage: If it seems too good to be true, it probably is, remains particularly relevant.”
That was the response from Richmond Redwood-Sawyerr, Director of Cyber Resilience at the Sierra Leone’s National Cybersecurity Coordination Centre.
He was responding to my question on how his office, National Cybersecurity Coordination Centre (NC3) protects people from falling into online scams.
This was after over one thousand Sierra Leoneans had been recently defrauded with funds, amounting to over nine billion Leones ($369,000.00) by an online business platform dubbed as Super Advertis.

The platform used mobile Money platforms, operated by Orange and Africell, Sierra Leone’s telecom companies to collect funds from people promising to repay them with huge profit or commission.
Super Advertis presented itself as an online advertising platform, requesting people to create an account through its website or its application on Google Playstore. After creating the account, subscribers were required to deposit money into their accounts through a mobile money agent code presented to them when they click the deposit option shown on the platform. The subscribers were then required to perform tasks and get commission as profit for their funds deposited.
Super Advertis operated in Sierra Leone for over two months without license.
The scammer made people to believe the more money they deposit into the system, the more the profit they make from the task performed. Different promotional products were presented by the platform with some requiring subscribers to deposit NLe 1,000 for 30 days and get NLe8, 000 while those who deposited NLe10, 000 were promised 168 million in return as benefit.
But in reality, the platform was a Ponzi scheme, operating by reimbursing existing investors from funds deposited by new investors.
Many Sierra Leoneans got attracted and lured into the scam, particularly young people, most of them university students who had deposited their tuition fees, petty traders, commercial bike riders and other public transport operators.
Having hit its target, the online platform closed in December after operating for two months without license, getting away with huge sum of cash and leaving the victims bewildered.
Some of the victims said they had actually entered into the online business because the transaction involved was being done through Mobile Money, operated by the biggest telecom companies. “Because Orange Money was involved, it felt like everything was authentic,” Lamin Kamara one of the victims who claimed to have lost twenty million old Leones (Le 20,000,000) said.
This is not the first time Sierra Leoneans have been lured into such scams. When it comes to digital scam or cyber threats, the country’s population stands enormously vulnerable as many lack knowledge about digital scam, cyber threats and the means to avoid them.
Few are safety minded when it comes to dealing with computer systems or online space, but majority oftentimes expose themselves to online threats, or fall for scams in which they easily put their resources into or ignorantly give up access to their personal information or even their bank accounts.
According to the country’s National Cyber Security Coordination Centre, there is an exponential increase in cybercrimes in Sierra Leone, with crimes such as financial fraud and online scams, hacking and cyber-attacks on government and private sector systems, phishing attacks, distribution of malware and ransomware, identity theft, data breaches and unauthorized access to information, online defamation and cyberbullying and harassment being the most prevalent.
The reason why most people are not panicking or discussing about the rise in these crimes is mainly due to the lack of awareness of cybercrime and its impact, Redwood-Sawyerr said. Most people do not know about what constitutes a cybercrime. As a result, the only cases they mostly report are mainly larceny involving phone theft.
Safety of the cyber space
In 2021, government established the National Cybersecurity Coordination Centre (NC3) and the National Cybersecurity Advisory Council to manage online safety, cybersecurity issues and aid the fight against cybercrime.
These bodies provide policy guidelines for the implementation of relevant legislation, and the development of educational programs and research in cyber security defenses, techniques, and processes.
But since it was established only few years ago, the country’s cybersecurity centre is still not fully prepared to tackle threat posed by the growing trends of digital technology and artificial intelligence.
To achieve a certain acceptable level of safety in the cyber space requires a complete establishment of various critical institutions, developing processes, enforcing them and implementing security measures to secure information infrastructure that have particularly been identified as crucial, Redwood-Sawyerr said.
Work is ongoing to ensure a safer cyber space and that bodies such as the National Computer Security Incident Response Team is at its formative stage to enable Sierra Leone prevent, detect, mitigate, and respond effectively to cyber incidents.
The case of Super Advertis, Redwood-Sawyerr said, underscores a growing concern in the digital age, where fraudulent schemes are becoming increasingly sophisticated. “Our primary objective is to safeguard citizens against such deceptions through raising awareness about cybersecurity and educating the public about the nature of online scams, how they operate, and the red flags to look out for”

We Sierra Leoneans are not safe .
This platform ( SUPER ADVERTISE) had been existing in this country for over two to three months without a legit license. The authorities knew that very well and the various City Councils and other Governmental organizations can’t tell us that they never got rumors about the said platform. Why they did not try to question them initially before succeeding in scamming their own citizens?
If they are really doing their Jobs as expected, they should have ordered them to license their business. If they refuse, stop them instantly from functioning in the country inorder to prevent their citizens from being scammed. Guess what; they did nothing absolutely ! It’s now that they are sending it stuffs that cannot put a smile on their citizen’s faces.
Orange mobile network published a disclaimer message to the people that they don’t know about super Advertise but it was too late. My question is, why they did not ask The Commercial Bank Of Sierra Leone whom I believe is also responsible for the registration of any new business or company in the the country? If they really valued their customers. They could have made that move .
Again, Commercial Bank Of Sierra Leone can not tell us that they never heard about this platform and they knew that they are not registered but they vehemently became cristal ( NO ACTION) .
Super Advertise published documents on Facebook after they got numerous FAQs of the legitimacy of their platform, which resonated people (SIERRA LEONEANS) , to have full confidence in the platform . The authorities cannot convince us that they never saw the documents which was later proven to be fake 😞🤥. Think about how news normally go viral on media in Sierra Leone.
For SIERRA LOADED, one of the tested and trusted News platforms in this country also kept muted in calling the attention of authorities of this nation to interrogate the said platform.
They were all cristal ( They never made any move).
Cyber Security, Ministry of Information, and others, what where you waiting for all along? The Data and call tariffs had been increased just because of how information on media had been going viral in the country. Why is the super Advertise stuff didn’t go viral?
The JOB of Sierra Leone technology department which involves online issues, is to search for information, investigate online platforms and make moves . But it doesn’t seem like that really.
Respect to Commissioner Francis Ben Keifala for his tireless efforts in ensuring that corruption is mitigated in this country. We the citizens of this nation are pleading 🥺 that the ACC questions all the institutions who kept muted all along without interrogating Super Advertise.

This scamming issue happened in the middle of a pandemic called POVERTY in Sierra Leone. Due to this unsolved issue, majority of Sierra Leoneans are looking for opportunities which will help to minimize their sufferings. One thing I want the Government including all the officials, to understand is that there are citizens who are dying of hunger, some are very brilliant and very aspired to be educated but no support as a result, are discouraged and had fallen.
Let’s think about the university students who invested their finances in super Advertise. Who where questioning the legitimacy of the platform, and got influenced by their documents which is said to be fake now 😭. But those who are responsible for given out those documents to new business or companies saw it parading on media and never did anything until now that the tricksters have succeeded in scamming their own citizens.
Those students were deceived, those students were going through financial issues that’s why they invested their monies there hoping to be able to get their fees and other commitments including lunch and transportation. They didn’t just make the move, it was because of the documents super Advertise published and none of the above institutions more especially those who are responsible for registering and given out licenses to new Businesses and Companies in this country interrogated the platform. So the students got full confidence since there was no comment from the expected institutions.
Youths are drowning, and it had been always said that we the youths are going to be the immediate successors of our leaders now . I mean we are going to take over when our leaders now get tired.
My question is; will the youths be able to attain those positions or will the dream in making Sierra Leone a better place to live in, come true?
We the students and the overall victims are anticipated and curious 🤨 to know the moves our leaders are going to take in this issue.
Sierra Leoneans are unsecured and vulnerable. That’s for sure!
Please make us feel belonged, recognized , prioritized and secured again in our own beloved country.

I was also hoping to get a vital information from our leaders about super Advertise before going into it but after the platform published their documents which is said to be fake now, I didn’t see any comment so I thought it was legit and I was influenced.
My matriculation is on the 3rd of February 2024, guess what; I haven’t been able to pay my fees and I don’t have much time. I shall be doing other processes inorder to be fully registered and qualified to sign on the matriculation day. I’m also a prospective, dignified and reputable leader in the future. I should not be discouraged. Same for other students who are also very aspired and working towards their dreams.

They(super advertise) were having some programmes tthat were covered by AYV on Christmas day, they were interviewed by other radio stations. They have offices across the country, sign posts in Freetown. All this makes it a reality and none of the stakeholders come on board to educate the general public about Super Advertise.
