The National Social Protection Bill 2024 has officially moved to the legislative committee stage after completing its first and second readings in Parliament today.

This marks a significant milestone in the development of a comprehensive social protection framework aimed at enhancing the welfare of all Sierra Leoneans.

The bill’s advancement follows extensive regional consultations led by the Ministry of Employment, Labour and Social Security, in collaboration with the Sierra Leone Labour Congress and the Sierra Leone Employers’ Federation.

The consultations, funded by the World Bank, engaged a wide range of stakeholders, ensuring the bill is inclusive and reflective of the needs of the population.

One of the key provisions of the bill is the establishment of a Social Protection Authority, which will oversee the management of the Social Protection Bread Basket.

This fund is designed to support various social protection initiatives, fostering greater coordination between public and private sector efforts. The bill underscores Sierra Leone’s commitment to bolstering social welfare systems and improving the quality of life for its citizens.

During today’s readings, Minister of Employment, Labour and Social Security, Mohamed Rahman Swaray, highlighted the collaborative approach taken in drafting the bill.

The process involved social partners and key agencies, including the National Social Security and Insurance Trust (NASSIT) and the National Social Safety Net (NSSN). Minister Swaray emphasized the importance of continued cooperation as the bill now moves to the committee stage for further deliberations before it can be enacted by Parliament.

The bill’s progress through Parliament brings Sierra Leone one step closer to establishing a robust social protection system that aims to safeguard the well-being of its citizens and ensure a more equitable society.
