The Ministry of Communication, Technology and Innovation and the Ministry of Public Administration and Political Affairs have signed a joint agreement to train 1,000 civil servants in digital skills under a nine-month programme aimed at strengthening public service delivery across Sierra Leone.

The training, which will be delivered at the Civil Service Training College, targets staff from all 29 ministries, departments and agencies. It covers a range of competencies, including digital tools, data literacy, artificial intelligence, and cybersecurity.

According to the agreement, the programme is designed to modernise administrative processes and improve service delivery by equipping public sector workers with practical, job-related digital skills.

The Civil Service Training College will coordinate course delivery and assessment. The ministries have also committed to monitoring participant progress and reporting measurable outcomes, including reductions in processing times, improved digital service uptake, and the number of digital initiatives introduced across ministries following the training.

The programme includes post-training support to enable participants to apply acquired skills in their workplaces and share knowledge with colleagues.

Officials say the initiative is intended to strengthen innovation, transparency, and efficiency within the civil service by building digital capacity across government institutions.

The nine-month timeline is expected to allow for delivery, assessment, and early evaluation of impact. If successful, the programme could inform future professional development and broader digital transformation efforts within the public sector.
