The Freetown City Council (FCC) is exploring a new strategic partnership with telecommunications operator QCELL aimed at modernizing municipal service delivery and expanding digital public outreach.
Freetown Mayor Yvonne Aki-Sawyerr, alongside the Deputy Chief Administrator, hosted a QCELL delegation led by Chief Executive Officer Jayamani Karthik on February 23 to discuss practical avenues for collaboration between the city and the telecom company.
A central focus of the proposed partnership is the modernization of the city’s revenue collection. According to the FCC, the two entities plan to work closely to enhance digital payment systems for property rates, local taxes, and business licenses, aiming to streamline transactions for Freetown residents and businesses.
Beyond digital financial services, the discussions highlighted ways to leverage QCELL’s telecommunications infrastructure to support public health and sanitation. The partnership aims to amplify messaging for the FCC’s ongoing “#DortiMusGo” sanitation campaign. Strategies discussed include utilizing bulk SMS to reach residents and increasing public awareness of the city’s 8244 toll-free sanitation hotline.
The meeting also explored potential technological support for the city’s educational and medical sectors, specifically looking at ways QCELL could support municipal nursing schools through new digital learning initiatives.
