The Directorate of Science, Technology and Innovation (DSTI) and Electricity Distribution and Supply Authority (EDSA) have deepened their collaboration on digital transformation in Sierra Leone’s energy sector through a new Service Level Agreement aimed at improving technical support and strengthening the management of EDSA’s digital systems.

The agreement forms part of a broader partnership between DSTI and the Ministry of Energy following the signing of a Memorandum of Understanding in November 2025 to modernize the country’s energy sector through digital innovation.

During the launch of the Memorandum of Understanding, DSTI and the Ministry of Energy introduced three major digital platforms: a National Energy Dashboard, a National GIS Database of Energy Assets, and a System Market Operations Portal for Independent Power Providers.

The institutions said the tools are designed to improve visibility across the energy sector, support better planning, and strengthen coordination among key stakeholders involved in electricity generation and distribution.

One of the major outcomes of the partnership is the launch of the EDSA WhatsApp Chatbot, a digital customer engagement platform developed by DSTI, the Ministry of Energy, and EDSA to improve electricity fault reporting and customer response services nationwide.

Through WhatsApp number 075672672, customers are able to report electricity faults, submit images and locations of damaged infrastructure, receive complaint ticket numbers, and monitor the progress of their reports in real time.

The system is also expected to provide EDSA with stronger visibility into customer complaints and field-level challenges, helping the institution respond more efficiently to service disruptions.

DSTI stated that the newly signed Service Level Agreement with EDSA will provide enhanced technical support for the authority’s digital platforms. The agreement focuses on sustained system maintenance, improved responsiveness, and closer coordination between both institutions to help address power-related challenges more effectively.

The development also reflects DSTI’s wider commitment to supporting digital solutions that improve public service delivery in Sierra Leone, particularly in critical sectors such as energy.
