According to investigation mounted by this medium into the current status of the IPAM Burch Beach Campus, it was discovered that with over $3.5 million disbursed for development of the campus, little has been done to embark on any activity for the development of the said facility, and it was also revealed that a contractor, FEMAB, a Nigerian construction company, had been paid the said amount by IPAM, against the advice of the Financial Secretary, Sahr Jusu.

Sources close to the university revealed that the university authorities took a loan of Three million five hundred thousand United States dollars from the UBA, with without the knowledge of the Vice Chancellor, Professor Sahr Foday.

Furthermore, FEMAB is said to have simply done what could best be described as feasibility studies, as their activity included topography survey, soil test and planning/drawing of the Bureh Town Residential Campus.

In short all the above mentioned activities cost $3.5 million. Currently, the said project has stalled, as the government, which is the sovereign guarantor of the project, has refused to meet with its obligation. It is not surprising that the government refused to sponsor the project, especially as the Financial Secretary had earlier warned the authorities not to pay any money to FEMAB.

As things stand, the $3.5 million has simply disappeared, allegedly as funding for the above activities. According to our investigation, Prof. Nouni and others took the loan from the UBA AC-5401103100-002575, and allegedly paid same to FEMAB, without the approval and knowledge of the Vice Chancellor.

To address the concerns raised by this medium, the university hurriedly arranged a press conference at Bureh Beach, where they simply confirmed that the whole project had stalled, apparently from refusal of the government to honour its own part of the agreement. They failed to adequately account for the $3.5 million used.
