The National Public Procurement Authority (NPPA) in Sierra Leone’s public procurement reform agenda has launched the Procurement Requisition and Bid Publication modules of the Salone Electronic Government Procurement (e-GP) System.
Held at the NPPA e-GP Conference Room, OAU Drive, Tower Hill, Freetown, on Tuesday, 7th July, the event brought together government officials, development partners, procurement practitioners, representatives of pilot Ministries, Departments and Agencies (MDAs), the private sector, and other stakeholders.
According to the National Public Procurement Authority, the launch forms part of the Government’s digital transformation agenda to improve transparency, accountability, efficiency, and value for money in public procurement.

The two modules automate the initiation of procurement requests and the electronic publication of bidding opportunities, reducing manual processes while expanding public access to procurement information.
Providing an overview of the new modules, Dr. Mohamed Baba Turay, Director of ICT/e-GP at the NPPA, said the Procurement Requisition Module streamlines the electronic initiation, review, and approval of procurement requests. At the same time, the Bid Publication Module enables the seamless online publication of procurement opportunities.
He noted that the modules strengthen planning, internal controls, transparency, and competition, bringing Sierra Leone closer to a fully integrated electronic government procurement system.
Representing the World Bank, Mr. Adams Tommy, Project Coordinator of the Accountable Governance for Basic Service Delivery (AGBSD) Project, reaffirmed the Bank’s commitment to strengthening governance and improving service delivery through digital reforms.

“The World Bank places tremendous importance on improving service delivery for the people of Sierra Leone. While we support many governance and public sector reform initiatives, the Electronic Government Procurement System remains one of the most critical because of its transformative potential to strengthen transparency, efficiency, accountability, and value for money in public procurement,” Mr. Tommy said
Delivering the keynote address, Chief Fodie J. Konneh, Chief Executive Officer of the NPPA, described the launch as another landmark achievement in Sierra Leone’s journey toward modernizing public procurement.
“Today marks more than the introduction of new digital modules. It represents our unwavering commitment to transparency, accountability, efficiency, and value for public resources. Through the Salone e-GP System, we are building a procurement environment that is fairer, faster, more inclusive, and worthy of the confidence of the Sierra Leonean people,” Chief Konneh stated.
He added that the e-GP System will simplify procurement processes, improve competition, strengthen transparency, reduce opportunities for corruption, and deliver better value for public resources.
The ceremony featured a live demonstration of the two modules by the NPPA ICT/e-GP Team, followed by an interactive session during which participants expressed confidence that the reforms will improve efficiency, transparency, and accountability throughout the procurement process.
Finally, the launch of the Procurement Requisition and Bid Publication modules marks another significant step toward a fully integrated electronic government procurement system that promotes transparency, strengthens public trust, and supports improved service delivery and sustainable national development.
