The Commissioner General of the National Revenue Authority (NRA), Jeneba J. Bangura, is in the United States leading global efforts to advance gender-responsive taxation at the 32nd Session of the United Nations Committee of Experts on International Cooperation in Tax Matters.
Speaking in her capacity as Co-Coordinator of the Subcommittee on Tax and Gender, Bangura emphasised that tax systems are not gender-neutral and must be deliberately designed to address inequalities, particularly within the informal economy and in developing countries.
She presented a strategic work plan outlining a pathway for delivering practical, high-impact guidance on tax policy, administration, data, and international taxation. The proposed framework is intended to produce outputs that are accessible, actionable, and responsive to country-specific needs through 2028.
Positioning the initiative as both timely and essential, Bangura reaffirmed the Subcommittee’s commitment to supporting more inclusive and equitable tax systems globally, while inviting the Committee’s guidance and approval to advance the work.
The 32nd Session of the UN Committee of Experts focuses on developing practical tax guidance, particularly for developing countries, and reviewing key workstreams related to the UN Model Tax Convention, transfer pricing, digitalisation, and environmental taxation.
Discussions at the session also cover issues including bilateral tax treaties, taxation of the digitalised economy, extractive industries, the use of artificial intelligence in tax administration, and emerging approaches to environmental and wealth taxes.
