The National Revenue Authority (NRA) has issued a firm defense of its Fuel Integrity Solution (FIS), dismissing claims of technical inconsistency recently raised by industry stakeholders.
In a press statement released February 27, 2026, the NRA clarified that the fuel marking system is a scientifically validated tool essential for combating smuggling and protecting consumers.
The response comes just two days after the Sierra Leone Petroleum Dealers and Transporters Union (SLPDTU) publicly questioned the credibility of the testing methodology, even calling for a suspension of enforcement.
The Fuel Integrity Solution was launched by the Government of Sierra Leone on 1 March 2024. The purpose of the Fuel Integrity Solution is to combat fuel smuggling and adulteration, protect consumers, create fair market competition, and strengthen domestic revenue mobilization. It is a scientifically validated fuel marking system designed to ensure accountability across the petroleum supply chain.
Under the programme, petroleum products are marked at the depot using specialized markers applied in controlled quantities. Compliance checks are conducted using certified mobile testing equipment that measures marker levels within minutes. The methodology meets internationally recognized standards and produces reliable results for enforcement purposes.
According to the NRA, Claims questioning the credibility or consistency of the system are not supported by technical evidence. The markers are designed to resist tampering and harsh environmental conditions, and the testing equipment accurately detects dilution, adulteration, under-declaration, and other violations. All enforcement decisions are based on established scientific thresholds and existing laws.
The programme operates under the Authority of the Government of Sierra Leone through the NRA. While technical services are provided by SICPA Sierra Leone, regulatory oversight and enforcement decisions remain the sole responsibility of the NRA.
The National Petroleum Regulatory Authority (NPRA), as the sector regulator, plays an oversight role during field testing operations. Mobile testing units are accompanied by officials of the NRA and representatives of the NPRA to ensure transparency and compliance with national standards.
“Fuel fraud undermines government revenue, distorts fair competition, and exposes consumers to substandard products. The Fuel Integrity Solution is intended to protect compliant operators, safeguard public revenue, and maintain integrity within the sector,” the report stated.
The NRA reaffirmed its commitment to transparency, accountability, and the rule of law. We urge all stakeholders to engage constructively through Plate institutional channels in the national interest.
