During a meeting held at the Public Service Commission Headquarters in Freetown, the Ministry of Public Administration and Political Affairs, led by Minister Amara Kallon, signed a Memorandum of Understanding (MOU) between the Public Service Commission (PSC) and the Emerging Public Leaders (EPL). The purpose of this agreement is to identify and nurture talented individuals within the public service sector.

The primary goal is to cultivate a new generation of young professionals dedicated to serving in government roles, preparing them for leadership positions and significant responsibilities. This partnership aims to identify a diverse group of public service professionals committed to upholding and promoting good governance.

The Public Service Fellowship program facilitates the recruitment and placement of exceptional young leaders in key public sector positions within the country. Fellows, representing various cultural and regional backgrounds, receive the necessary support, training, and mentorship to establish successful careers in public service.

Emerging Public Leaders, headquartered in Ghana with a presence in Ghana, Kenya, Malawi, Liberia, and now Sierra Leone, have been actively supporting public service initiatives in these countries for the past 15 years.
