All People’s Congress (APC) 2023 Presidential candidate, Dr. Samura clarified details of the Tripartite report Presented to President Bio.
On his Twitter (X) handle, Dr. Kamara addressed the misconception stating that the report presented to President Bio is not separate from the areas of divergence and convergence, as some have suggested.
He pointed out that a thorough examination of the report reveals that the divergent issues are not relegated to the appendices but are part of the main body that presents a cohesive and unified narrative adding that this is consistent with standard reporting practices, where dissenting opinions or alternative perspectives are included as complementary material to provide a comprehensive understanding of the issues at hand.
He further revealed that the report’s structure and organization suggest a deliberate effort to present a holistic and integrated analysis, with the main body focusing on key findings and recommendations that include divergent issues.
He cited report writing expert, Bruce Ross-Larson, “A good report should present a clear and concise narrative, with supporting evidence and alternative perspectives included as secondary or primary material.”
He affirmed that the Tripartite report adheres to this standard, and its findings and recommendations should be considered accordingly.
He concluded that both convergent and divergent positions shall, according to the Agreement for National Unity, be “actionable and implementable”
In June, Sierra Leone’s President, Dr. Julius Maada Bio received the conclusive report from the Tripartite Committee on Electoral Systems and Management Bodies Review, at State House.
The Tripartite Committee, comprising representatives from the Sierra Leone People’s Party (SLPP) government, the All Peoples Congress (APC), and moral guarantors, finalised their recommendations after a thorough assessment of electoral systems and processes. Although the committee could not agree on all issues, the committee’s final report featured 80 joint recommendations.
On July 4, Sierra Leone’s Cabinet mandated Chief Minister Dr. David Moinina Sengeh to create a coordination framework to collaborate with parliament, the judiciary and other government entities in implementing the suggestions outlined in the Tripartite Report on Electoral Systems and Management Bodies Review.
Oh dear! I feel sad reading through this article, especially when I know the majority of Sierra Leoneans do not understand “convergent”, “divergent”, “actionable” and “implementable”. In my opinion, Dr Samura Mathew Wilson Kamara might have been writing for some of his international audiences, eg our ‘development partners’. But with all due respect to Dr Kamara, I will like to ask the following:
During the presentation of the Tripartite report to President Bio, Dr Kamara ( who spoke before the president), addressed his rival as “His Excellency, the President”. Why did president Bio addressed Dr Kamara as “the former flag bearer of the APC, Dr Samura”. Go check video clip of the occasion from AYV.
In the presence of Dr Kamara, president Bio said the elections are over. Why did Dr Kamara not work out of the room at that very moment if he was demanding ‘electoral justice’ for the June 2024 elections? The recommendations, whether “convergent or “divergent”, have yet to be implemented but the president said the elections are over. Wait, I know the answer: he Dr Kamara, demonstrated respect for our ‘development partners’ and that is why he remained in the room. But why did Dr Kamara not hold a press conference immediately after the presentation ceremony to tell Sierra Leoneans that his views and those of the president are different, and that he is demanding electoral justice and by what means? He could have said he is disappointed by the president’s assertion that the elections are over when the recommendations have not been implemented.
In my opinion, its time for Dr Kamara to say how he intends to get the ‘ electoral justice’ he demands, and also state the time line.
Remember, during the launch of the dialogue at Bintumani, development partners clearly indicated that elections’ result can only be overturned by the laws of Sierra Leone, and they continue to echo this sentiment onto this day.
The brutal question for Dr Kamara and all Apcians is, how do you intend to get electoral justice without going through the court system?
And also Dr Kamara, please take leadership and admonish your supporters to stop the attack on innocent people. It’s to focus on what you want and not what others are speculating.
