Justice Adrian Fisher on Friday 12th July 2024, withdrew the case file of the alleged New York Chancery corruption matter between the State and Dr. Samura Kamara, and four others for judgment to be delivered on notices to be served.
The State Prosecutor from the Anti-Corruption Commission (ACC) Calvin Mantsebo and Defense Counsels on Friday made their closing addresses at the High Court sitting in Freetown, at main Law Court Building.
At the close of the prosecution case, after leading over eighteen witnesses, the accused persons in their election chose to testify on oath in defense of the matter before the Court.
The 4th accused Dr. Samura Mathew Wilson Kamara, former Flagbearer and leader of main opposition All People’s Congress (APC) chose to rely on his statement made at the ACC during investigation.
The accused persons are answering to forty-eight counts of corruption offences filed by the Anti-Corruption Commission (ACC), related to the refurbishment and rehabilitation of the New York Chancery Building.
The accused persons include Saidu Nallo, former Head of Chancery of Sierra Leone’s Permanent Mission to the United Nations in New York, Foday Vahfomba Bawoh, former Financial Attache, Adikaile Foday Suma, former Permanent Representative, Dr. Kandeh Foday Basil Kamara former Financial Attache, all of Sierra Leone’s Mission at the United Nations. Dr. Samura Mathew Wilson Kamara. former Minister of Foreign Affairs and International Cooperation, and Jules Davis, an American citizen and agent/contractor of the Sierra Leone Pormanent Mission to the United Nations.
The charges ranged from failure to comply with Applicable procedure and guidelines relating to procurement of the management of funds, misappropriation of Public Funda. abuse of office, fraudulent acquisition of henefit, knowingly deceiving a principal to conspiracy to commit a corruption offence contrary to the Anti-Corruption Act. No. 12 of 2008 as amonded in 2019 respectively.
Saidu Nallo and Foday Vahfomba Bawoh are jointly charged with ten counts of corruption relating to the management of funds and alleged misappropriation of public funds amounting to nine hundred and forty-seven thousand, four hundred United States Dollars (5947,400).
Mr. Nallo is also jointly charged with Dr. Kandeh Foday Basil Kamara on sixteen counts of corruption and alleged misappropriation of public funds amounting to six million, five hundred and thirty thousand, seven hundred and ninety- eight United States Dollars.
Adikalie Foday Suma is jointly charged with Julos Sanders Davis on one count of conspiracy to commit a corruption offence, separately charged on two counts of failure to comply with applicable procedures and guidelines related to the management of funds and the tendering of contracts.
And Dr. Samara Mathew Wilson Kamara is charged with one count of deceiving a principal.
