Chief Minister David Moinina Sengeh has announced that all recommendations of the Tripartite Committee have been fully implemented, based on available data, while ruling out any future recurrence of backlog salary payments to non-performing APC councillors and Members of Parliament.
Dr Sengeh made the statement during a meeting with a visiting delegation of international moral guarantors of the Agreement for National Unity, who are in Sierra Leone to assess progress on its implementation.
According to the Chief Minister, who also chairs the Steering Committee overseeing the process, the government has completed all agreed recommendations. He noted that the assessment is based on data currently available to the committee.
“We have implemented 100 per cent of the recommendations based on the available data,” Dr Sengeh said, underscoring the government’s commitment to fulfilling its obligations under the agreement.
He clarified that the payment of backlog salaries to opposition All People’s Congress (APC) councillors and Members of Parliament, referenced under Recommendation 4(b), would not be repeated.
Dr Sengeh explained that the payments made in 2023 to APC elected officials—while excluding SLPP councillors in APC-controlled councils—were a concession aimed at restoring stability following a boycott of governance activities by the opposition.
“I want to assure you that anybody who is not entitled to a benefit will not receive one. It is not right to the people of Sierra Leone, and it is important that everyone understands this,” he said.
He further stressed that while government remains committed to peace and national cohesion, it must also ensure fairness and accountability in the use of public resources.
“The agreement we made involved concessions, and we are satisfied that it helped to maintain peace. However, we cannot repeat such actions in the future,” he added.
The visit by the international guarantors forms part of ongoing efforts to review the implementation of the Agreement for National Unity, which emerged from the Tripartite Committee’s recommendations aimed at addressing post-election tensions and strengthening democratic governance in Sierra Leone.
