The Political Parties Regulation Commission (PPRC) of Sierra Leone and the Office of the Registrar of Political Parties (ORPP) of Kenya have signed a Memorandum of Understanding (MoU) to enhance political party governance and conflict resolution.

The agreement was finalized on December 2, 2025, marking a major step toward strengthening democratic processes in both nations.

The MoU establishes a framework for cooperation between the two institutions, focusing on the exchange of expertise and best practices in political party regulation, conflict resolution, and capacity building.

The ORPP, which oversees political party registration and monitoring in Kenya under the Political Parties Act of 2011, will work with PPRC to improve political party management in Sierra Leone.

Kenya’s ORPP will share its experience with political party record management and its Integrated Political Parties Management System (IPPMS), which helps integrate functions such as party registration, member verification, and financial reporting.

The system is expected to enhance the operational efficiency of PPRC. In return, PPRC, which is responsible for regulating political parties in Sierra Leone under the 1991 Constitution and the Political Parties Act of 2002, will provide ORPP with training in political party mediation and conflict resolution.

The MoU also outlines joint initiatives aimed at capacity building. Both organizations will collaborate on workshops and training sessions to improve their competencies in political party regulation, mediation, and resource mobilization. These efforts are aimed at promoting transparency and accountability in political party operations in both countries.

In addition to building capacity, the two organizations will engage in knowledge sharing. PPRC will offer insights into its political party monitoring mechanisms, particularly in post-election periods, while ORPP will assist PPRC in strengthening its record management and resource mobilization strategies.

The agreement highlights the mutual commitment of both parties to ensure peaceful political engagement. PPRC’s expertise in political party mediation will assist ORPP in resolving conflicts between political parties in Kenya, while ORPP will help PPRC build effective partnerships and mobilize resources to support political party development.

Both parties have agreed to jointly monitor the progress of the activities under the MoU and periodically review the impact of their collaboration. The agreement is set to remain in effect for three years, with the possibility of being amended or extended by mutual consent.

The signing of the MoU took place in the presence of J.C. Lornokoy, Registrar of Political Parties for ORPP Kenya, and Olushogo A. David, Executive Secretary of PPRC, marking a significant milestone in the effort to strengthen political party governance in both countries.

The collaboration is expected to promote democratic governance and political stability in Kenya and Sierra Leone, with both organizations working together to improve their respective political party systems and promote peaceful political transitions.
