The Public Sector Reform Unit (PSRU) on Wednesday, February 26, 2026, presented a comprehensive Management and Functional Review (MFR) report aimed at overhauling the operations of the Sierra Leone Broadcasting Corporation (SLBC).
The report was formally delivered by PSRU Head, Sulaiman Phoray Musa, to the Minister of Information and Civic Education, Chernor Bah. It outlines strategic recommendations designed to strengthen governance, improve operational efficiency, and enhance service delivery within the country’s national broadcaster.
The review forms part of Recommendation 77 of the Tripartite Agreement involving the Government of Sierra Leone, the All People’s Congress (APC), and donor partners. It seeks to reposition SLBC as a modern, independent, and responsive public broadcaster capable of meeting national and international standards.
According to the report, the assessment examined SLBC’s management structures, operational capacity, financial systems, human resource framework, and governance mechanisms. It identified several long-standing challenges affecting the institution, including weak governance structures, overlapping roles, poor performance management systems, outdated equipment, limited staff training, and restricted financial autonomy.
These issues, the report notes, have significantly undermined SLBC’s ability to deliver professional and credible public broadcasting services.
The MFR process involved extensive staff consultations, interviews, focus group discussions, questionnaires, and a SWOT analysis to ensure broad-based input and a comprehensive understanding of institutional gaps. The report proposes practical reforms across human resources, administration, logistics, and core operations to boost efficiency and restore public confidence in the broadcaster.
Minister Chernor Bah welcomed the findings and reaffirmed the Ministry’s commitment to implementing the proposed reforms. He also called on the PSRU to support a similar modernization initiative for the Government Printer to improve state communication and publication systems.
In response, Sulaiman Phoray Musa assured the Minister of full technical support, with both parties agreeing to convene next week to discuss concrete steps toward implementation.
The presentation of the report marks a significant milestone in the Ministry’s broader reform agenda aimed at modernizing key state communication institutions, strengthening public service delivery, and ensuring that SLBC effectively fulfills its mandate as a credible and professional national broadcaster.
