The National Public Procurement Authority (NPPA) has convened a two-day Board and Management Retreat (14th & 15th March) to initiate discussions on the review of the Public Procurement Act, 2016.

The retreat brought together the NPPA Board and Management Team to examine proposed amendments and reflect on years of practical implementation.

The review aims to strengthen Sierra Leone’s public procurement system, address gaps in the current law, and align it with digital reforms such as the Electronic Government Procurement (E-GP) system. Participants discussed recommendations from a World Bank-hired consultant, accepting some, revising others, and proposing additional improvements to ensure the law reflects operational realities.

Outgoing Board Chairman Herbert Kandeh, current Chairperson Neneh Dabo and the Chief Executive Officer, Fodie J. Konneh emphasized the importance of integrity, transparency, and accountability in the reform process.

The retreat marks the first stage of a broader consultation process, which will include nationwide stakeholder engagements with procurement practitioners, government institutions, private sector, civil society, and development partners. The review aims to produce a modern, effective, and responsive legal framework that enhances transparency, compliance, and value for money in public spending.
