The Ministry of Communication, Technology and Innovation, in partnership with the National Communications Authority, has convened a two-day National Consultative Workshop aimed at developing a roadmap to combat mobile money fraud and strengthen the security of Sierra Leone’s digital financial ecosystem.
The workshop forms part of the government’s coordinated response to the growing threat of cyber fraud and cybercrime targeting mobile financial services as the country continues to expand its digital economy.
The opening session brought together key stakeholders, including representatives from the Financial Intelligence Agency, Parliamentary Committee on Information and Communication Technology, Bank of Sierra Leone, National Communications Authority, Ministry of Communication, Technology and Innovation, National Cybersecurity Coordination Center, National Civil Registration Authority, mobile money operators, telecommunications companies, civil society organisations, government institutions and private sector entities.
The broad participation is expected to strengthen coordination among regulators, telecommunications and financial service providers, law enforcement agencies, civil society and other stakeholders involved in preventing and responding to mobile money fraud.

According to the Ministry of Communication, the workshop fulfils a commitment made to Parliament following recent engagements on digital public infrastructure and interoperable digital identity systems.
The government had committed to convening a multi-stakeholder consultation to ensure that relevant institutions could work together to develop effective mechanisms for preventing, detecting and responding to fraud within the country’s growing digital financial ecosystem.
The roadmap being developed is expected to provide a framework for protecting Sierra Leoneans who rely on mobile financial services for savings, remittances and everyday transactions.
The initiative also seeks to strengthen public confidence in mobile money services by improving safeguards and coordination against fraud and other forms of cybercrime.
