Magistrate Augustine Brima Samura has committed two surveyors, Ahmed Mansaray (39) and Maligie Kanu (33), to stand trial at the High Court for allegedly forging National Revenue Authority (NRA) receipts in an attempt to defraud the Ministry of Lands, Housing and Country Planning.
The charges relate to events between June 10 and 12, 2025, at the Youyi Building, Brookfields. The accused are said to have submitted fake NRA Survey Bill receipts—with serial numbers NA 35205, NA 34125, and NA 32201—each showing a payment of Le 53 by Isatu Isha Dumbuya.
According to testimony from Abraham Cooper, Deputy Director of Surveys, the receipts were submitted by Mansaray through an assistant. They were flagged due to the absence of the required NRA one-time password (OTP), and the matter was referred to the CID’s Environmental Crime Unit.
The accused face seven charges:
Count 1: Conspiracy to commit a crime
Counts 2–4: Forgery
Counts 5–7: Uttering forged documents
The prosecution called five witnesses before the committal. Neither Mansaray nor Kanu entered a plea.
Bail was granted at Le 25,000 for each accused, with two sureties from the Western Area required to present valid ID. The bail awaits final confirmation by the Deputy Assistant Registrar.
