The Ministry of Planning and Economic Development (MoPED) has held a secretariat meeting with focal persons from various Ministries, Departments, and Agencies (MDAs) to review the progress and challenges of Human Capital Development (HCD) in Sierra Leone.
Officials at the meeting highlighted the government’s ongoing investment in health, education, and social protection as part of efforts to reduce poverty and strengthen national growth. Development Secretary I, Mr. Osman C. Conteh, said HCD was a central focus of the 2019–2023 Medium-Term National Development Plan and remains a key pillar of the new 2024–2030 plan, which also prioritizes food security.
He noted that 22% of the national budget has been directed to HCD interventions, with improvements recorded in health and education outcomes.
Speaking on behalf of the Presidential Delivery Team, Madam Namisa Kramer, Director of HCD, commended MoPED’s coordination and called on MDAs to fully apply recommendations to enhance impact. Presentations from key MDAs, including the Ministries of Health, Education, Gender, Water Resources, NACSA, and Freetown City Council, reviewed achievements such as expanded social protection, better access to education, and improved healthcare delivery.
Despite progress, participants cited challenges such as inadequate funding, delays in budget disbursement, and data gaps. In closing, Mr. Conteh urged continued collaboration and stronger coordination among MDAs to sustain momentum in human capital development.
