Sierra Leone’s Minister of Tourism, Nabeela Tunis stressed the importance of institutionalising gender-responsive policies across the continent during the 2nd UN Tourism Regional Congress on Women’s Empowerment in Tourism in Africa.
As the Chair of the Women in Tourism Leadership Africa Committee (WiTLAC), Minister Tunis played a central role in the high-level ministerial roundtable.
The discussions centred on a dual mission: embedding gender equity into national tourism frameworks and expanding WiTLAC’s reach across Africa.

A primary focus of the Minister’s address was the strategic elevation of the creative industry. Minister Tunis identified this sector as a transformative space for young Sierra Leoneans, arguing that artistic expression and professional training provide women with more than just a livelihood; they provide a “shield.”
“Harnessing this God-given talent not only boosts confidence but also empowers women to navigate better challenges, including harassment, particularly within the hospitality sector,” Minister Tunis stated.
Additionally, while celebrating these successes, the Minister remained candid about the structural hurdles still facing female entrepreneurs.

Minister Tunis highlighted that Sierra Leone’s commitment to women is backed by law. The Gender Equality and Women’s Empowerment (GEWE) Act mandates a 30% quota for women in both public and private sectors, ensuring equal pay and inclusive opportunities.
To ensure the momentum of the committee remains consistent, Minister Tunis emphasised the establishment of a dedicated WiTLAC Desk within her Ministry. Managed by three permanent staff members, the desk serves as a hub for continuity, ensuring that regional goals are translated into national action.
Finally, Minister Tunis was scheduled to launch the WiTLAC Intra-Africa Mentorship Programme during the meeting; however, it has been postponed to the CAF meeting in Seychelles later this year.
