Sierra Leone’s Ministry of Technical and Higher Education (MTHE) has concluded participation in a five-day strategic leadership and public governance training under the Singapore Cooperation Programme (SCP), with the Ministry’s Permanent Secretary, Mohamed Sheick Kargbo, successfully completing the course.
The training, held from May 18 to 22, 2026, took place at the Civil Service College in Singapore and was sponsored by the Singapore Ministry of Foreign Affairs through its Cooperation Programme Training Award.
At the end of the programme, Kargbo received a certificate of completion from Jolene Tan, Director General of Development Partnerships at Singapore’s Ministry of Foreign Affairs, in recognition of his participation in the leadership and governance capacity-building programme designed for public sector professionals.

Speaking on the significance of the training, Kargbo described the programme as insightful and impactful, noting that it provided practical lessons on effective public sector leadership and governance.
He said the training emphasized that leadership extends beyond holding authority and requires leaders to protect institutional values, invest in human resource development, and adopt long-term strategies for sustainable growth.
“One key lesson is that leaders must serve as custodians of institutional values. They should lead by example and consistently uphold their institution’s principles,” Kargbo stated.
He further highlighted the importance of people-centered leadership, stressing the need for staff motivation, qualified recruitment processes, and continuous capacity building within institutions.

Addressing issues of accountability and transparency in higher education governance, Kargbo underscored the importance of integrity and adherence to established rules and procedures.
“Leaders must uphold rules and remain accountable to the people they serve. The rule of law should guide all institutional operations,” he said.
Kargbo also encouraged institutions to adopt proactive leadership approaches by anticipating challenges and implementing preventive measures instead of responding only after problems emerge.
He commended Singapore’s progress in digital transformation, describing the country as a strong example for Sierra Leone’s technology-driven governance and development agenda.
The Singapore Cooperation Programme is aimed at strengthening leadership, governance, and institutional capacity among public sector officials from partner countries around the world.
