The Parliament of Sierra Leone passed two key education bills into law on Tuesday, February 4, 2025, after thorough review and amendments.
The Tertiary Education Commission Act, 2024, and the National Council for Technical and Vocational Education Act, 2025, are aimed at developing and regulating the tertiary education sector in the country.
The Tertiary Education Commission Act establishes a framework for regulating tertiary education institutions across Sierra Leone. Hon. Abdul Sulaiman Marray-Conteh, Chairman of the Legislative Committee, presented the committee’s report to Parliament, assuring members that the bill had undergone rigorous scrutiny.
He explained that the committee consulted with professionals and experts, reviewed position papers, and carefully examined various aspects of the bill, including its contents, clauses, functions, titles, responsibilities, board composition and management, term of offices, penalties, and remuneration.

In a related development, Parliament also passed the National Council for Technical and Vocational Education Act, 2025. This legislation solidifies the role of the National Council for Technical, Vocational and other Academic Awards, now renamed the National Council for Technical and Vocational Education. The Act empowers the council to provide accreditation, validation, examination, and certification services for specialized and professional programs in formal, non-formal, and informal sectors.
Both bills were piloted by the Minister of Technical and Higher Education, Dr. Haja Ramatulai Wurie, and underwent similar scrutiny and amendments before being enacted into law.
