Sierra Leone’s President Dr. Julius Maada Bio, has received the 2024 Annual Report from the Electoral Commission for Sierra Leone (ECSL), pledging to implement all reform recommendations outlined in the document.

The report was presented by Chief Electoral Commissioner Mr. Mohamed K. Konneh during a ceremony held on Thursday, 19th June, 2025, at the State House.

Mr. Konneh provided a comprehensive overview of the ECSL’s activities, achievements, challenges, and financial performance over the past year. He highlighted the Commission’s progress under the 2020–2024 Electoral Cycle Strategic Plan, in accordance with Section 32(12) of the 1991 Constitution.

In his presentation, Mr. Konneh expressed gratitude for President Bio’s support of the Commission’s independence and impartiality over the last five years. He particularly noted the success of the Proportional Representation (PR) System, which was adopted under presidential directive.

This system has notably improved political inclusivity, especially for women, helping to achieve a 30% quota for women in elective positions. “The elections were peaceful, and every eligible voter was given the opportunity to cast their vote,” he stated.

The Chief Electoral Commissioner characterized the 2023 general elections as free, fair, and reflective of the people’s will. He emphasized that the PR system, supported by strong legal provisions, has proven to be both economical and inclusive, saving the government over NLe19 million and preventing post-election violence.

Mr. Konneh described 2024 as a year of consolidation for the ECSL, focusing on enhancing institutional capacity and initiating reforms for the upcoming 2025–2029 electoral cycle. He reaffirmed the Commission’s commitment to independence and professionalism, expressing readiness to engage with stakeholders to uphold the credibility of electoral processes.

In response, President Bio thanked Mr. Konneh and the ECSL staff for their dedication. He acknowledged the challenges of managing elections in the region and commended the Commission for conducting elections that reflected the people’s will. “Your work will stand the test of time,” he declared.

The President reiterated his belief in democracy and the rule of law, stating, “That is why I campaigned vigorously across the country to earn the trust and votes of the people.” He expressed a moral obligation to support the review of the electoral system to identify weaknesses and implement solutions.

President Bio assured that he would thoroughly review the 2024 Annual Report and other key documents, including the Tripartite Committee’s Report and the Independent Management and Functional Review of ECSL.

He committed to ensuring that the reform recommendations are implemented in line with the law, stating, “I will continue to uphold and defend the Constitution and ensure that every step we take strengthens our democracy.”
